The Falcon Heavy is an upgrade of the Falcon 9, which cost around $1 billion to develop. The SLS is a clean-slate design, which is always much more expensive. The Falcon Heavy is also a maxed-out design - there's no room to expand it much beyond a 63t to Low Earth Orbit capability. The $5 billion BFR will replace it. SLS is expected to undergo significant expansion. The first generation SLS rockets are projected to have the capacity to place a ~90t payload in Low Earth Orbit, or a ~26t one in a Trans-Lunar Injection orbit (an orbit that will take the payload to the Moon - a capability that Falcon does not have). The second generation birds are projected to raise these to 105t and 37t, while the third generation are expected to reach 130t and allow a full heliocentric (actual solar orbit - Falcon can only do this with a dummy payload) capacity of 45t. SLS is overly expensive (due to a "must use Space Shuttle parts" mandate as much as anything else), but should be *much* more capable.

Falcon was founded mostly by a NASA (in other words, government) contract, the "Commercial Orbital Transportation Services" program. The sls program is a bad one, mostly because of congress involvement, so you could blame government for that. But if they just let nasa make all the decisions instead of forcing this project on them it would have been a different story. The sls is built by several private sector contractors.

1) SpaceX is heavily subsided. The real cost of launchs is about 3 times higher. (Source: dude trust me) 2) there are big difference in reliability.

That's normal. For example. Goverment institutions got money without working to get them, so spending them is easier than working to get founds necessary to make your project. That's why goverments are the worst economists but with that economists are the worst politics.
